JOB DESCRIPTION

The Office of the Brooklyn Borough President seeks a uniquely qualified and self-motivated Policy Advisor. This position will oversee the Office of Public Policy and will serve the Brooklyn Borough President as a policy advisor to help create, implement, and advocate for public policy initiatives that address issues facing Brooklyn today.

Ideal candidates will have the experience and skills to manage a public policy agenda that is responsive to both long-term strategic vision and immediate pressing issues. Candidates should also possess a sophisticated understanding of New York City government, the surrounding political landscape, as well as understand how effective messaging and issue framing can influence the public policy debate. An ability to assess community needs and translate them into policy initiatives is critical.

Responsibilities include:

  • Work with executive staff to shape and implement an aggressive public policy agenda that achieves long-term improvements to the lives of Brooklynites, including legislative proposals at the city, state, and federal level;

  • Deal with emerging issues and provide spot analysis for the Borough President on issues that arise and are not part of the Officeís strategic vision;

  • Oversee a team of policy analysts and create policy reports, briefing materials, legislative and other testimonies, and issue analysis on all policy matters affecting the borough;

  • Develop strong collaborative relationships with think tanks, interest groups, issue advocates, and other stakeholders to create effective partnerships and coalitions;

  • Collaborate with general counsel to manage charter mandated borough-wide meetings that include the coordination of elected officials, community boards and city agencies;

  • Other special projects as assigned by the Borough President.

QUALIFICATION REQUIREMENTS

Advanced operational knowledge of the following technologies:

  • Minimum of 4 years experience in the public policy, government, civic or other similar settings;
  • Prior supervisory experience;
  • A bachelorís degree from an accredited institution, advanced degree welcome;
  • Ability to work in a fast-paced and pressure-filled environment;
  • Ability to handle multiple projects and think outside the box;
  • Excellent research, writing and oral communication skills.

JOB DESCRIPTION

The Office of the Brooklyn Borough President seeks one uniquely qualified and self-motivated individual to serve as a Community Affairs Liaison. The liaison will be responsible for ensuring that the Borough President’s Office is able to connect with, develop relationships amongst, and provide services for all of Brooklyn’s diverse neighborhoods. The Community Affairs Liaison will be responsible for neighborhoods in southern Brooklyn.

It will be the overall purpose and mission of the liaison to be the eyes and ears of the Borough President in the areas covered, including having a good grasp of the political currents in each neighborhood, a strong understanding of issues affecting various communities, and a working knowledge of community groups, leaders, and activists that should be engaged with the office.

The liaison will report to the Borough President. The liaison will work closely with the Community Board liaisons assigned from Borough Hall staff. The responsibilities of the Community Affairs Liaison will be to create and foster neighborhood relations which reach beyond the community board level.

Major responsibilities include:

  • Develop and maintain neighborhood profiles to provide an overview of the key political, civic, and issue environments of each community in southern Brooklyn;

  • Serve as Community Board liaisons to one or more community boards and work with other assigned Board liaisons to ensure that Borough Hall maintains a strong working relationship with each Board;

  • Staff and represent the Borough President at events within the assigned coverage area as needed;

  • Develop and maintain relationships with community stakeholders, including block associations, tenant associations, neighborhood activists, community-based organizations, business improvement districts, ethnic and cultural associations, and other groups active in the community;

  • Identify emerging community issues and relay information to appropriate Borough Hall staff;

  • Coordinate with the External Affairs Department to conduct community outreach for Borough Hall initiatives;

  • Other tasks as assigned by the Borough President.

QUALIFICATION REQUIREMENTS

  • 2-3 years of experience in civic, government, political, community, non-profit, or other similar settings;
  • A bachelorís degree preferred, but not required;
  • Thorough knowledge of Brooklyn South neighborhoods and the issues facing them;
  • Strong organizational skills and an ability to manage multiple projects with particular attention to details;
  • Exceptional writing and public speaking abilities;
  • A willingness to work non-traditional hours, including nights and weekends as necessary;
  • Ability to work in a fast-paced and pressure-filled environment.

JOB DESCRIPTION

Develop, implement and maintain Information Technology policies, standards and guidelines that are aligned with the Brooklyn Borough President’s strategic business objectives. Direct, hands-on responsibility for the maintenance and operation of Borough Hall’s telecommunication, network infrastructure, desktops and those applications supporting voice mail, messaging, unified communications, videoconferencing and network switching, internet access and communication circuitry throughout the enterprise.
 
Coordinate efforts across departments, including applicable network and telecommunications equipment, application development and application support hardware and system software components, and Facilities Management for adequate environmental and general building services to provide a safe and reliable housing for servers, switches, and routers.

Responsibilities:

  • Design and implement high-level technical solutions to meet business hardware and software requirements.
  • Define the technical platform; determine physical system design; develop strategies and direction for network systems solutions; evaluate and select from existing and emerging technologies those options best fitting business/project needs.
  • Plan and recommend network hardware, systems management software and architecture.
  • Approve and modify network design and architecture to ensure compliance.
  • Monitor network performance, ensure capacity planning is performed, and be proactive in assessing and making recommendations for improvement.
  • Perform troubleshooting procedures and design resolution scripts.
  • Assess existing technology and standards for fit within information systems and logical systems design.
  • Provide ultimate direction for projects; perform system-wide/cross-functional team management.
  • Plan and manage implementation, integration and staff training of new technologies.
  • Provide technical expertise at the highest level; responsible for solving highly technical and complex problems on multiple projects, and providing consultative support to internal staff.
  • Assist with the analysis and research of communications networking and messaging equipment and oversee the support and rollout of videoconferencing, voice communications and email.
  • Ensure the security policies, procedures and programs of the New York DOITT protect the Information Technology assets which include, but are not limited to, computers, networks, telecommunication equipment, firewalls, etc. Whereas those policies, procedures and programs are not in existence, then the creation and implementation of those policies, procedures and programs are required. If in existence, then the constant refinement and enforcement of those policies, procedures and programs is required.
  • Keep abreast of technology-related advancements, practices, and regulations in order to recommend changes in networking and unified communications plans, practices and technologies and inform management of network risks. Develop plans and provide informational and decision briefings to senior management.
  • Manage staff of technical employees, contractors and interns. 

QUALIFICATION REQUIREMENTS

Advanced operational knowledge of the following technologies:

  • Network protocols and equipment
  • Network architecture – both wired and wireless
  • Data Backup Technologies
  • Disaster Recovery Co-Lo and Managed Services
  • E-Mail and messaging
  • Videoconferencing bridges and endpoints

Operational knowledge of the following NY policies:

  • Competitive Bidding and Procurement Policies
  • Budget and Accounting  Tracking and Reporting Policies

  • Business Continuity and Emergency Operations

Abilities include the following:

  • Ability to understand technology trends in the above knowledge areas, determine their applicability and timing for implementation, and formulate the method by which these technologies are implemented.
  • Ability to understand technical proposals and provide clear concise direction as to decision and subsequent action plans.
  • Ability to translate business requirements into technical requirements and serve as the bridge between technical and business.
  • Ability to understand and negotiate contract terms.
  • Ability to maintain and manage strategic vendor partnerships.

PREFERRED SKILLS

Excellent adaptability and problem solving; ability to comprehend various sources of reporting to gain not only an understanding of the emergent issue and solution but to understand impact and provide appropriate communication to impacted parties.

Proven ability as a member of a management team to communicate technical and security-related concepts to a broad range of technical and non-technical staff.  Ability to interface with IT management and staff in planning, designing and implementing hardware architecture, system software and controls to protect corporate assets.
