On Thursday, March 5, 2009, Brooklyn Borough President Marty Markowitz and Brooklyn’s Community Education Councils hosted a public hearing on the Future of School Governance and Mayoral Control of Schools at Borough Hall, with more than 140 parents, educators and community members in attendance. Participants used the forum to address a wide range of education issues.
Topics included:
- The need for more community oversight with regard to the DOE’s $18 billion budget;
- The creation of an education office independent of the DOE to analyze both the budget and student outcomes;
- The creation of small, geographically-defined district offices each with their own district superintendants;
- Strengthening the Community Education Council’s (CEC) power to approve new school sites, as well as school openings, closings, and reconfigurations;
- Appointing Panel for Education Policy (PEP) members for a fixed term and giving them input on the budget, major policy, and contracts.
