Step 2: Project Eligibility Screening


The second step in the process is to determine if your project qualifies for capital budget funding. Project eligibility does not necessarily indicate whether or not the City will fund your project.  You may be asked at a later time to provide additional information.

The following eligibility descriptions explain five primary types of capital projects.  If you believe that your project qualifies for one of the five types of capital projects, please download the associated questionnaire below.


Types of Capital Projects

1) Equipment for Initial Outfitting is the purchase of goods for outfitting a facility within six months after the completion of its construction or renovation. Initial outfitting requires a minimum funding request of $35,000 with each individual item costing at least $110.



2) Equipment (Other Than For Initial Outfitting) is the purchase of goods used in providing frontline services. Equipment purchases are subject to a minimum request of $35,000 per item or be part of a system that totals at least $35,000.



3) Vehicle Purchase is the purchase of a vehicle to serve the organization’s programatic needs. A vehicle purchase is subject to a minimum funding request of $35,000 per vehicle.



4) Construction/Renovation is the building, reconstruction or upgrading of real property and/or structures. Organizations must own the specific site and agree to sign a restrictive covenant ensuring that the City has first lien rights on the improved property. Organizations must have an operating contract (min. $50,000 per year) from the City to provide frontline services in Fiscal Years 2007, ’08 and ’09 (July 1, 2006- June 30, 2009). The City will provide up to 90% of funding for projects under $2 million and only 50% of funding for projects over $2 million. All construction/renovation projects are subject to a $500,000 minimum cost.  



5) Land/Building Acquisition is the purchase of a parcel of land or a structure. Organizations should have a specific location in mind and agree to sign a restrictive covenant ensuring that the City has first lien rights on the property. Additionally, the building should be compliant with the Americans with Disabilities Act (ADA), or capable of being brought into compliance with the ADA. Organizations must have an operating contract (min. $50,000 per year) from the City to provide frontline services in Fiscal Years 2007, ’08 and ’09 (July 1, 2006- June 30, 2009). The City will provide up to 90% of funding for projects under $2 million and only 50% of funding for projects over $2 million. All acquisition projects are subject to a $500,000 minimum cost.
